Today, I got an error “User profile cannot be loaded” when my new Exchange Administrator login to the Exchange server for the first time. My Exchange environment is using Windows 2012 R2 and Exchange Server 2013.

After checking on the event log using the user that already have an access to the server, I got the event log as below:

Solution
Basically, the issue is happening while the login system can’t load file under the folder
C:\Users\Default\AppData\Local\Microsoft\Exchange Server\v15\ due to file permission.
Below the steps to resolve the issue:
Go to Folder
C:\Users\Default\AppData\Local\Microsoft\Exchange Server\v15\
Select the *.sqm files on the folder and enable the inheritance in the security options. Do this for all .sqm file on the folder above.
After that, Try to login to the Exchange Server again.
